Devstream 181 took place at a new time and a new location: live from the Tokyo Game Show in Japan! Our globe-trotting team hopped on stage to showcase our next Warframe and talk about our next update: Koumei & the Five Fates. Learn what to expect in our next major release on October 2nd (October 3rd in Japan!) by watching our Devstream in full, or grab the highlights in our overview below.

Warframe has been inspired by Japanese culture many times over its 11 years. The team worked very closely with our own Japanese team to bring this love letter to you today.
Included in that love letter is a very unique Warframe, KOUMEI.
Our 58th Warframe, Koumei, is heavily inspired by Fate, Luck, and Shrine Maidens. Weave fate to unleash damage and ensure your survival. She is our first Warframe with RNG and luck-inspired Abilities. Speaking of Abilities, let’s go over her kit!
Passive:
Fate selects one of her weapons to impart randomized status effects when dealing damage. This passive effect swaps to another weapon after a duration.
Important Note: as the Dice-Maiden, Koumei rolls 5 Dice for each Ability cast, which impacts each Ability in its own way.
First Ability: Kumihimo
Weaves the threads of Destiny. Enemies who touch these threads suffer a random Status Effect.
Rolling three 6s on her Dice will spawn Threads that deal every Status Effect on contact.
Second Ability: Omikuji
Koumei glimpses a favorable future and the precise steps needed to reach it. Cast the ability to uncover a challenge — completing it will reward Koumei a random Decree.
A roll of triple sixes will grant a Decree without needing to complete a challenge.
Third Ability: Omamori
Surround yourself with Omamori Charms, each with a chance to have enemy attacks heal you instead of damage you. The number of charms is determined by Koumei’s dice roll.
A roll of triple sixes grants invulnerability for the duration of your Omamori Charms.
Fourth Ability: Bunraku
Wield your foe’s fate threads like the strings of marionettes, suspending enemies in front of Koumei. Her dice determine the number of random Status Effects dealt to affected foes.
A roll of triple sixes maximizes Status Effect stacks and extends Bunraku to enemies behind Koumei.
Our Dice-Maiden arrives with two signature weapons: Amanata and Higasa!
Higasa - Primary Weapon (Rifle)
A gun umbrella inspired burst-fire weapon! Aim down sights to block incoming damage. Charge its Alternative Fire by killing enemies or blocking damage with its “shield” — when charged, unleash a strong beam of damage.
Amanata - Melee Weapon (Polearm)
A divine polearm inspired by Naginata-style weaponry. Roll Koumei’s dice with every X swings of the Amanata to empower yourself with one of five Koumei’s blessings. Roll a six to receive all blessings at once.
Both weapons have Weapon Augments that will be available to players who have unlocked the Steel Path!

Koumei can be earned via a new node available on Earth — defend Cetus from invasion in a new mission type!
Due to its placement on the Star Chart, this is a new player friendly mission type, but seasoned players can still take it on via the Steel Path. Play Shrine Defense to earn Fate Pearls (a new resource), earn Koumei and her weapons, and to learn Koumei’s lore.
Koumei & the Five Fates will also bring 3 new Deluxe Skins!
Embody the Thunder God himself with the Volt Raijin Skin, or adorn yourself in the delicate beauty of Sakura with the Nova Aozakura Skin. These cosmetics come with themed Ephemera and Signas!

The third Deluxe Skin in Koumei & the Five Fates is the Caliban Orfeo skin! This otherworldly deluxe skin also brings the Seighe Scythe Skin and Heurodis Ephemera (pictured above!).
Cavalero has cooked up new Incarnons, available via the The Steel Path Circuit (or from the man himself for Platinum). Look for these goodies in an upcoming Circuit rotation:

- Sybaris
- Sicarus
- Okina
- Cestra
In addition to getting a new look, Caliban is also receiving an extensive rework with Koumei & the Five Fates. For a general overview of his new kit, Pablo (Warframe’s Design Director) has you covered in the video below:

Players who log into Warframe from October 2 to October 16 (exact times to be shared at launch) will receive a base Caliban (plus a Warframe Slot) for free via their in-game Inbox!
Wukong has developed what we and fellow players have noted is a disruptive playstyle regarding his ability to animation cancel Heavy Attacks with Cloud Walker.
With this change, our goal is to reduce the negative impact this has on other players’ playstyles and experiences while playing as or with Wukong.
We apologize we had to bring this news but we felt it’s important to address.
Ability 2: Cloud Walker
You can no longer interrupt the stomp animation with Wukong’s Cloud Walker ability.
Celestial Stomp Augment
Celestial Stomp no longer stuns CC-immune enemies, such as Eximus units, to bring Celestial Stomp in line with similar crowd-controlling abilities.
Hildryn is also receiving a few changes with this update! Full details can be found in our Dev Workshop, but here’s a quick overview:
- Hildryn can now use Pillage or any Helminth Ability while Aegis Storm is active!
- Reduced Shield cost and increased max charged shot damage of Balefire Charger
- Deactivating Aegis Storm now makes Hildryn invincible for a duration
For the last of our Warframe changes, Nova has also received a “lite” rework! Pablo has provided us with another video outlining the key changes, but again, check the Dev Workshop for full details!
Koumei & the Five Fates brings the second half of our Companion Rework. The goal with these changes is to rework Precepts, improve intelligence, and address Charm. Let’s take a look at these changes from Pablo and Senior Game Programmer Grant Stickley:

We dove into a slew of QOL and New Player changes with our Dev Workshop earlier this month, but plenty of other changes have been in the works. We’ll dive into these changes in three different categories:
- Steam Login
- Cross Trade Improvements
- New Player Experience Changes
The name is pretty self-explanatory, but we are allowing players who Bind their Warframe and Steam accounts to be able to login without needing to enter their Warframe credentials. This feature also allows players to Auto Login when launching the Steam version of Warframe, should they desire!
There’s a lot that goes into this, so please review our Official Announcement for more details!
We are widening the scope of our Cross Platform Trading system to let players trade and gift across platforms regardless of their engagement with the Cross Platform Save system. Previously, you could only trade with players who have matching Cross Platform Save account statuses, but that will no longer be the case!
Nintendo Switch players will have a new trade chat only accessible to players on the Nintendo Switch. (note: this is in addition to the existing Trade Chat!)
Other trading restrictions remain, so please review our official update notes for more details on this system with Koumei & the Five Fates.
If you missed our Dev Workshop earlier this month, we have a slew of New Player Experience and general Quality of Life changes slated with this update. These changes include, but are definitely not limited to:
- Reduced Kubrow incubation in Howl of the Kubrow from 48 hours to 60 seconds.
- Void Relics now display owned and crafted status of their possible rewards.
- Arsenal favourites
- and so much more!

While the main focus of this Devstream is Koumei, there’s always room to talk about 1999!
Later in October, we’re giving you a taste of our Winter update. Hop into Höllvania as Arthur and battle the Scaldra. This short demo will be accessible in your Orbiter, and completing it will earn you the Protokol Longsword Skin!
When the full Warframe: 1999 launches in Winter 2024, it will also bring our 59th Warframe, Cyte-09.

Gemini Skins are a new cosmetic coming with 1999 — allowing you to transform between the Origin System and 1999 versions of your Warframe in-mission. All of these emotes are voiced! We’ve showcased Arthur’s transformation emote at TennoCon, but now it’s time for Aoi to take center stage:
Finally, as the last of our 1999 teases, we have some work-in-progress shots of the Hex Syndicate members from our collaboration with THE LINE. As a refresher, we are working with this incredible animation studio to produce a Warframe: 1999 short!
